Lawmakers Release Fiscal 2014 Spending Bill

WASHINGTON—Appropriators released a bipartisan $1.012 trillion spending measure Monday evening that would fund the federal government through Sept. 30. The House is expected to vote on the spending plan Wednesday, and the Senate will take up the bill later this week.

The Indian Health Service is funded at $4.3 billion, which is $78 million above the fiscal 2013 enacted level. The Bureau of Indian Affairs and Education is funded at $2.5 billion, which is $18 million more than the fiscal 2013 enacted level. The bill rejects, for now, the administration’s proposal to address contract support costs in light of the Ramah Supreme Court case.

The bill funds the Supplemental Nutrition Program for Women, Infants and Children (WIC) at $6.7 billion, which provides food aid to low-income women and their children.

TIGER grants for transportation infrastructure projects received a $100 million increase, to $600 million.

The bill keeps funding for federal agency budgets at fiscal 2013 levels before sequestration cuts of 5 percent.
